The City Treasurer directs the operations of the Treasury and Finance Department. The Treasury and Finance Department is primarily responsible for the collection, investing, and disbursing of City funds and for accounting for the financial transactions of the City. Included in these responsibilities are:

property tax collection utility billing
special assessments billing accounts payable
accounts receivable payroll
data processing general accounting

In addition, the Treasury and Finance Department provides staff support for the City Manager in the area of finance, assisting with the preparation of the budget and financial reports.

The Treasury and Finance Department performs treasury and finance functions for the Downtown Development Authority (DDA), Southwestern Oakland Cable Commission (SWOCC), Brownfield Redevelopment Authority (BRA), and the 47th District Court.
